Only now do the initiatives come in. They are assessed against the criteria you've already locked, on two axes, and coupled to the business goals you've already weighted.

Only now do the initiatives come in, assessed against criteria you've already locked. An initiative can be hot and hard at the same time. The tension should show, not be smoothed into one number.

The order is no accident. Criteria first, initiatives last. The rules are locked before a single proposal appears, so no one can bend them to favour their favourite.

Each initiative gets two scores. One for importance, built on your decision criteria. One for feasibility, built on what can actually be done. They're kept apart. An initiative can be hot and hard at the same time, and that should show.

Draw the two axes and you get a landscape. Top right, compelling and feasible, sits what usually carries. Top left, compelling but hard, sits what you have to talk about. No cell is merged into one number.

The assessment is done together, not by whoever owns the initiative. Every score can be traced to the criterion it came from. The same answers give the same position on the map, every time.
